He began working in law firms at the age of 17 through a mentorship program at his high school in Telluride, Colorado. Keegan earned a Bachelor of Arts degree in Political Science and Environmental Studies from the University of Vermont. During his undergraduate years, Keegan worked for the Office of the Federal Public Defender, wrote for his college newspaper, and was a member of the mock trial team.
